My first thought with this picture is this:
First where does the kid live? If he is in south Georgia or even Southern Illinois where I am at, more than likely he has been hunting with his Dad since he was big enough to walk into the woods. As long as it is used with parental supervision and he has the NRA certification training that I think is still available for kids then I see no problem with the rifle. Now an inner city kid who does not have the parental knowledge of hunting or the space to shoot in the back yard, the it would be much more questionable if this was a good Birthday present.

The thing to remember is that we have no idea of the family dynamics that is going on behind this picture to be able to give an accurate account of where this is a wise present on this families part. I have a friends whose son wants a four wheeler like his younger cousin just got. Well the cousin has been on one with his dad since he was a baby where Zack has not been. They live in town where the cousin live in the country. It all has to do with what is behind th scenes.
